We are happy to inform you that situation in the Ukrainian ports remains rather calm and stable. No drastic changes have occurred for the last two months. Nevertheless we decided to send out yet another updated notification as we still receive many inquiries on various issues from the shipowners and P&I Clubs.
- Despite recent worsening of the situation in the east of the country, situation in the Ukrainian ports, as we have already mentioned, remains stable. All Ukrainian ports, including Mariupol port, which is located quite near the conflict area, work in the usual manner without stoppages.
- As per the latest Ukrainian regulations on environmental control ecological inspectors cannot check up the ships’ ballast: neither take ballast samples nor make any analyses. If local environmental inspections representatives in some ports are trying to take samples of the ship’s ballast (for example, in connection with alleged pollution of the water area of the port in the vicinity of the vessel) it should be considered as attempted blackmail and extortion. The ships masters are to report such facts immediately to the shipowner’s office, P&I Club and to get a P&I correspondent to help them to solve the problem. It should not be forgotten, however, that the ecological inspectors are still authorized to check the ship’s sewage system and obviously not to have clashes with the ecologists the ship’s administration should make sure beforehand that this system is well maintained and in operable condition.
- In some Ukrainian ports the old problem related to stringent Customs inspections still stands. - In respect of Yuzhny port in Odessa region we would like to remind all the parties concerned that in order for the surveyors to get an entry permit to the port terminals where Iron Ore Concentrate is being loaded the whole three working days are still required. That is why it is very import that a survey nomination is sent in as soon as possible.
