Ministry of Land, Infrastructure and Transport of Japan has provided us with the following information.

Japan has adopted the 1996 protocol to the limitation of liability convention (LLMC) and accordingly revised their law on the matter.
In addition it is compulsary to carry P&I cover for non-tanker vessels under the Japanese Law on Liability for Oil Pollution Damage.
