We refer to our circular dated 12-December-2010 which we had informed you that there is a new Law issued on 14-November-2010 in respect of the requirement of P&I insurance coverage for any flagged vessels 300 GT and over calling to and from in Turkish territorial waters to ports, anchorages and other port facilities. This regulation will take effect on 1-July-2011. ( Please refer to attached )
In connection with this new Law the Undersecretariat for the Maritime Affairs Generel Managment Ankara had sent an invitation for a meeting on 16-Fabruary-2011. In this meeting all the Port Harbour Masters were invited and also the Club Correspondents, Chambers of Shipping, some Lawyers and insurance brokers.
We attended to the meeting in Ankara, in short vessels/Masters need to provide their current P&I insurance certificates (copy) to the Harbour Masters and this will be done through the ship’s Agents. The Agents will obtain the copy of the P&I certificate before the arrival of the vessel and provide the same to the Harbour Master.
It is understood that the P&I Clubs that are acceptable are the ones that are listed by the Undersecretariat of The Maritime Affairs list of P&I Clubs. ( Please refer to the list attached )
In cases where there are any doubts about the validity of the vessels’ P&I insurance coverage, the relevant P&I Club correspondents will be contacted by the Harbour Masters in order to have a confirmation of the cover.
At the end of the meeting it was stated that there will be another meeting probably during May-2011 where the Ships’ Agents will also be invited .
