Monthly fraud and crime update from IMB
6 February – International Maritime Bureau (IMB) and International Chamber of Commerce (ICC) summarise notable cases and developments involving cybercrime, fraud, law enforcement and defaults generally in their latest bulletins, which members can access through the SCOL website (The Swedish Club OnLine member area).
China: Yellow Fever Prevention Measures
12 February – The State Administration for Quality Supervision and Inspection and Quarantine of China (“AQSIQ”) published the Notice of Prevention from the Introduction of Yellow Fever (“Notice”) on 19 January 2018. The Notice is effective for three months till 19 April 2018. It provides for the requirements and inspections on individuals, aircrafts, ships and containers from the yellow fever prevalent area including Nigeria, Peru and Brazil.
12 February – CS, BIMCO, Intertanko, publish interim security guidance on passage through Southern Red Sea and the Bab al-Mandeb strait
The conflict in Yemen has introduced additional maritime security threats, other than piracy, to the Southern Red Sea and Bab al-Mandeb; these include collateral damage due to conflict between groups in the region and a potential deliberate targeting of ships. The guidance contained in this publication is specific to known threats in this particular region.
13 February – IMB Membership for FD&D members
The Club has subscribed to a Block Membership Agreement with the International Maritime Bureau (the “IMB”) in London which grants FD&D Members direct access to the IMB Chartering Experience Programme.
Advisory by US authorities on US and UN North Korea sanctions
26 February – The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC), with the Department of State and the U.S. Coast Guard, is issuing a advisory to alert persons globally to deceptive shipping practices used by North Korea to evade sanctions. Evasive actions such as AIS and IMO number manipulation in relation to STS operations are highlighted.
Kidde Fire Protection – Recall of HFC227/Novec 1230 fire extinguishing system chemical agent gas cylinder valves
26 February – Lloyd’s Register has issued a warning in regards to a recall of Kidde Fire Protection HFC227/Novec 1230 fire extinguishing system chemical agent gas cylinder valves. Read the issue description in the Member Alert.
Monthly Safety Scenario: Engine room fire caused by failed fuel pipe
28 February – Many fires are caused by hot spots not being covered by the required insulation which might have been removed during maintenance. It is essential that the crew ensure that insulation is put back and that hot spots are identified in the engine room to prevent fires, and insulated as required.

The Swedish Club moves forward on a firm footing
21 February – Growth is running according to plan and the P&I gross tonnage has moved in excess of the 50 million GT milestone. This follows on from the positive news announced by S&P Global Ratings (S&P) earlier this year, when it revised its outlook on The Swedish Club to positive from stable, affirming the ‘BBB+’ long-term insurer financial strength and issuer credit ratings for the Club.

Implementation of the GDPR – General Guidance to Members
22 February – On 25 May 2018 a new data protection regulation, GDPR, will enter into force within the EU and EEA area. The regulation will govern how companies should handle personal data and it is of significant importance to all companies, including companies outside EU/EEA.

Fire! Every seafarer’s worst fear
22 February – Cargo fires occur so infrequently that awareness of the risk can slip under the radar. Yet such an incident on board a vessel can have disastrous consequences including loss of life or catastrophic loss of the vessel involved. With the average cost of a cargo fire at several million USD, cargo fires are not a risk to be overlooked.
